xapian-omega: update to 1.4.30. Changes:

documentation:

* INSTALL: Replace with improved version based on xapian-core's.

indexers:

* omindex:

  + Fix segmentation fault if an SVG file contains both <dc:title> and <title>
    with <dc:title> first.  Bug introduced in 1.4.21.
