Yes, you can just use a bridge with multiple tap interfaces, and
maybe additionally a vether interface to connect the host to
create a separate network for the VMs. It's also possible to
hook multiple hosts together with L2TP tunnels.

When I read about VDE2, it looks like it can do all of this,
but the host connection, unprivileged in user space.
