Log Message:
make: align descriptions of the :S and :C modifiers

Describe the :C modifier independently of the :S modifier, to reduce the
amount of text necessary to read.  Instead, use the same wording for
both modifiers, to highlight the similarity.

Format the additional options in a tagged list rather than in verbose
prose, to make them stand out.
