the attach routine for "scsibus0" does not complete, this is
likely a bug in the virtio driver.

I see that you create the image from:

iso_urls = [
  "NetBSD-10.1-amd64.iso",
  "https://cdn.netbsd.org/pub/NetBSD/NetBSD-10.1/images/NetBSD-10.1-amd64.iso";
]


Since then at least one virtio bug has been fixed on the netbsd-10 stable
branch.


Can you try to test an image built from:

https://nycdn.netbsd.org/pub/NetBSD-daily/netbsd-10/20260105144013Z/images/NetBSD-10.1_STABLE-amd64.iso

and see if the problem still exists ?
