I don't think it really makes sense. The point of pkgsrc is to encapsulate build instructions for anything, and I'd rather bootstrap a prefix and build a package than hand-mumbo-jumbo-cargo. (I don't mean to complain about a goal of not needing pkgsrc; that's separate.)
