Ah, so

   - maybe including pyversion.mk from a bl3 is wrong, and if this is a
     workaround there should be a comment because it's really hard to
     figure out!

   - maybe it's not wrong, and wheel.mk must be included before any
     py-foo bl3, in which case we should change the documentation.
